KEKURANGAN TEMPAT LETAK KERETA MENGURANGKAN HASIL PENDAPATAN

Kenyataan Akhbar Sugumaran Periasamy (Pengarah Biro Pendidikan Politik Pemuda Sosial DAP Negeri Perak) berhubung "KEKURANGAN TEMPAT LETAK KERETA MENGURANGKAN HASIL PENDAPATAN"

Little India, Ipoh adalah satu-satunya bahagian yang paling utama di Pekan Lama Ipoh dan unik lokasinya kerana majoriti peniaganya adalah kaum India. Ianya juga boleh dikatakan satu-satunya tempat destinasi persinggahan pengunjung luar negari/negara untuk membeli belah dan merasai makanan tradisi kaum India.

Walaupun kawasan ini mempunyai pelbagai ciri-ciri keutamaan, hanya dengan cuma permasalahan yang kecil pada peringkat awal kini sudah menjadi penghalang utama yang menyumbang kepada kemerosotan peniaga-peniaga dikawasan ini. Baru baru ini MBI telah membelanjakan beratus-ratus ribu ringgit untuk mengindahkan serta mengubah struktur jalanraya demi kepentingan peniaga dan pelanggan. Tetapi ketiadaan tempat letak kereta yang wajar menjadi punca utama untuk kemerosotan perniagaan dikawasan ini. Sudah beberapa kali, bukan sahaja wakil rakyat dan wakil Parlimen, namun pembayar cukai sendiri telahpun membangkitkan isu ini pada MBI, namun masih tiada jalan penyelesaiaan yang sewajarnya. Rancangan yang teratur demi kebaikan bersama pengguna jalan serta peniaga-peniagaa di kawasan Little India sehingga hari ini tidak dititikberatkan oleh pihak MBI.

Jika kita lihat dengan teliti, dimana 15 tahun yang dahulu, pekan Ipoh sememangnya mempunyai tempat letak kereta yang boleh memuat sebanyak lebih daripada 60 kereta pada bila-bila masa. Kini, lokasi itu telahpun ditukar wajah dan menjadi “PEOPLE’S PARK” serta wujud satu restauran Nasi Kandar diatas tapak tersebut. Saya sebenarnya tiada bantahan terhadap pembangunan ataupun kewujudan perubahan mengikut keadaan masa, tetapi kepentingan pembayar cukai juga harus diteliti dengan terperinci oleh MBI sebelum melaksanakan perubahan tersebut. Persoalaanya, adakah MBI mewujudkan satu lagi tapak tempat letak kereta bagi mengganti kawasan tersebut? Jika tidak, sehingga hari ini apakah langkah yang telah diambil oleh MBI dalam menangani kekurangan tempat letak kereta sekitar pekan lama Ipoh khususnya di kawasan Little India? Lebih-lebih lagi, adakah MBI sudah mengenal pasti satu pelan alternatif ataupun lokasinya untuk mengurangkan beban pembayar cukai berhubung isu tempat letak kereta ini? Dapatkah MBI menyenaraikan jumlah tempat letak kereta yg wujud pada 10 tahun yang lepas dan kini demi pengetahuan semua pihak?

Setiap kali waktu tengahari, didapati ketiadaan peruntukkan tempat letak kereta dimana pelanggan terpaksa meletak kereta diatas bahu jalan ataupun bersebelahan dengan kereta lain menimbulkan kesesakan dan halangan lalulintas sekitar laluan tersebut. Selain daripada itu, waktu ini juga menjadi sasaran penguatkuasa MBI untuk mengeluarkan saman tanpa menghiraukan kepentingan semua pihak. Saya amat pasti, jikalau adanya tempat letak kereta yang berpatutan, maka tidak akan wujud kesesakan jalan serta pelanggan tidak perlu membayar saman yang dikeluarkan oleh pihak MBI.

Saya mencadangkan supaya MBI menjalankan satu lagi kajian berhubung perkara ini, bersama peniaga-peniaga Pekan Lama Ipoh, pelanggan-pelanggan, wakil rakyat serta rakyat awam demi mendapatkan fakta benar mengenai isu ini secara terperinci. Selain daripada itu, MBI juga harus merangka pelan untuk memperuntukkan sebahagian kawasan padang bola Ipoh untuk membangunkan sebagai kawasan tempat letak kereta yang bertingkat. Kemungkinan besar, ini boleh menyelesaikan permasalahan kesesakan yang berlaku sejak bertahun lamanya dikawasan ini.

நியாயமான ஆருடங்கள் என்றைக்குமே மக்கள் மனதை பாதிக்காது

2008 ம் அரசியல் பெரும் புயல் கடந்து சென்றதை யாராலும் மறக்கமுடியாது. அதனை ஏற்ப்படுத்திய மக்களை எந்த ஒரு அரசியல் ஆருடங்களும் பாதிக்காமல் இருக்க மக்கள் தயாரான நிலையில் இருக்கிறார்கள் என்பதனை ஆருடங்களை பரப்பும் அரசியல் தலைவர்கள் புரிந்துகொள்ள வேண்டும்.

அறிக்கை மேல் அறிக்கை விடுவதனையும் ஒரு சில தலைவர்கள் தனது அரசியல் கொள்கையாகவே கொண்டுள்ளனர். இன்னும் ஒரு சிலர் வாய்ச்சொல் வீரராக முயல்வதனையும் மக்கள் நன்கு அறிவார்கள்.

அரசியல் மாற்றத்திற்கு ஏற்ப தலைவர்கள் தங்களை மாற்ற இயலவில்லை என்றால், மக்கள் கட்சியை புறக்கணிக்கும் நிலை வந்துவிடும் அபாயத்தை அனைவரும் நன்கு அறிந்து கொள்ள வேண்டும். இதனை கட்சி மேல்மட்ட தலைவர்களும் அறிவார்கள்.

மக்கள் தேர்வுக்கு என்றைக்கும் தலைவணங்கும் தலைவர்களை நான் பார்த்ததுண்டு ஆனால் அந்த ஒரு காரணத்தை வைத்து கொண்டு அறிக்கை வழி எண்ணிக்கையை காட்டி கட்சியை பயமுறுத்தும் அரசியல் கோமாளிகளை என்ன என்று சொல்வது? என்றைக்கு, என் சேவை தான் சிறந்தது என்று சொல்லும் அளவிற்கு அரசியல் தலைவர்கள் மாறுகிறார்களோ, அத்தலைவன் எந்த ஒரு சூழ்நிலையிலும் அரசியலில் கரை சேர முடியாது என்பதனை பலர் புரிந்து கொள்ளவேண்டும்.

அரசியலில் மாற்றத்தை விரும்பும் நாம், அரசியலில் பிரதிநிதி மாற்றத்தை விரும்பாதது ஏன்? ஒரு நல்ல அரசியல் கொள்கைவாதி, அரசியலில் வெற்றியடைய செயல்பட வேண்டும். அதனை செய்யாமல், அரசியலையே வென்று விட வேண்டும் என்ற எண்ணம் மனதில் உதித்தால், அந்த அரசியல்வாதி நிலை தடுமாறிவிட்டார் என்றுதானே சொல்ல வேண்டும்.

மக்கள் மனதை விட்டு விலகும் அரசியல் பிரதிநிதி என்றைக்கும் அரசியலில் நிலைக்க முடியாது என்பது அனைவரும் அறிந்த ஒன்று. அதனை ஒரு சிலர் மறுப்பதும் உண்டு.

பத்திரிக்கை அறிக்கை மூலம் அரசியல் சேவை செய்த காலம் மாறி இன்று செயலில் அரசியல் விவேகத்தை காட்டும் தலைவனைத்தான் மக்கள் விரும்புகின்றனர்.

ஆருடங்களை தலைவர்களே பரப்புகிறார்கள் என்ற உண்மையை மக்கள் நன்கு அறிவார்கள் என்பதனை ஒரு சில தலைவர்கள் முதலில் புரிந்துகொள்ள வேண்டும். பிள்ளையை கிள்ளிவிட்டு தொட்டிலையும் ஆட்டும் தலைவர்களும் உண்டு. அது கடந்த கால அரசியல் யுக்தி. இந்த கால அரசியலில் அது பலிக்காது. இன்றைய சூழ்நிலைக்கு அரசியல், சமூகவியல், பொருளாதாரம்,கல்வி, மற்றும் பல துறைகளில் திறமையாக மும்மொழிகளிலும் பேசவும், எழுதவும் திறமையுள்ள பிரதிநிதியைதான் மக்கள் விரும்புகின்றனர். ஆகவே மக்களுக்காக அரசியல் சேவை செய்யும் காலம் இது. இனி அரசியலுக்காக மக்களை முன்வைத்து முயல துடிக்கும் தலைவர்களை மக்கள் ஒதுக்க ஒரு பொழுதும் அட்சப்படுவதில்லை என்பதனை நாம் நன்கு அறிந்து கொள்ளவேண்டும்.

கொடுக்கப்பட்ட சேவை காலம் முடிவதற்குள், அடுத்த பொது தேர்தல் வாய்ப்பினை பற்றிய ஆருடங்களுக்கு பதில் சொல்லும் தலைவர்கள் சேவையை எப்படி சிறப்பாக மக்களுக்கு வழங்கமுடியும். ஆருடங்களுக்கு உட்பட்டவந்தான் அரசியல்வாதி. தனிமனித சுயலாபத்திற்கு ஆருடங்களை கண்டு பயம் கொள்வது ஏன்? ஆருடங்களை கண்டு பயம் கொள்ளும் தலைவர்கள் புரிந்தால் நன்று.

இனியும் இந்த அவல நிலை மக்கள் மனதை பாதிக்கும் என்ற எண்ணம் கொண்டுள்ள தலைவர்கள், இது போன்ற ஆருடங்களுக்கு ஆயிரம் கணக்கில் காரணங்களை சொல்லாமல், பலாயிரம் மக்களுக்கு சேவையை முன்வைத்தால் மக்கள் மனதை யாராலும் மாற்ற இயலாது என்பதனை மனதில் கொள்ள வேண்டும்.

ஆகவே, இந்த சூழ்நிலையில், நியாயமான ஆருடங்கள் என்றைக்குமே மக்கள் மனதை பாதிக்காது; அதே சமயத்தில் அது எந்த விதத்திலும் கட்சியின் நற்பெயருக்கு களங்கம் விளைவிக்காது என்பதனை அரசியல் வட்டார தலைவர்கள் அறிதல் நன்று.

KUALA LUMPUR: He started selling the Straits Times and Straits Echo when it was just five sen a piece on a bicycle.

V. Murugeson, one of the country's pioneer newspaper vendors, who died on Sunday at the age of 100, started to distribute both papers around Lumut, Perak, in the late 1940s when he realised that no one was doing it.

His son, Ipoh Barat member of parliament M. Kulasegaran said his father, who was initially a rubber tapper, spotted an opportunity to improve the family's livelihood.

"At that time, no one was distributing papers, so my father took it up as he spoke English.

"His job transformed our lives. We had all kinds of newspapers and magazines in the house for us to read."

He said everyday, Murugeson would make the journey to the Batu Gajah railway station by bus to pick up about 100 to 200 newspapers, which he would later distribute to the people of Lumut.

The enterprising Murugeson even roped in his five sons, including Kulasegaran, to help to distribute the papers when they reached the age of eight or nine.

"We will go house-to-house to distribute newspapers and collect the subscription in the mornings before school. After school, we have to help out as well, either selling ice- creams, lottery tickets or nasi lemak made by our mother."

As business improved, Murugeson set up a stall to sell newspapers and magazines before moving into a shop in the 1960s.

The shop, called Murugan Store, is still in operation in Lumut. It is currently run by Kulasegaran's youngest brother, M. Sethupathi.

Kulasegaran said his father had a "military rule" -- he insisted that the newspapers had to be delivered regardless of the weather.

"Once, I had to deliver newspapers to the house of the Lumut district police chief. Not only was the house located on top of a hill, there were fierce dogs as well.

"I was chased and fell down the hill, injuring my arms and legs.

"After I recovered, he asked me to go back again to deliver the papers."

Looking back, Kulasegaran said starting work young helped him to pick up skills like book-keeping and learning to deal with a variety of people, traits that became useful later in his career as a politician.

Although his father was a staunch MIC supporter, Kulasegaran said he was open about him in DAP.

"Deep in his heart, he would have preferred us (to be in MIC) but he realised we need to follow a new path."

If Sri Lanka has nothing to hide, allow UN panel to investigate

United Nations Secretary-General decision to appoint Marzuki Darusman to head. A panel to investigate alleged war crimes in Sri Lanka was most appropriate. Marzuki was a former Attorney General of Indonesia.

The setting up of the panel is most deserving as it is said over 25thousand have either being salutered, tortued or just killed just because they were Tamils a minority in Sri Lanka.

Since the early 80's the Tamils in particular have been at odds with the Sinhala majority as they were racial discrimination in all aspect of government policies and treating the Tamils as 3rd class citizens.

Thus when the Tamils have no hope a group under the leadership of Prabakaran decided a military solution is the answer to Singhala's race supremacy polices.
It's now said there more Sri Lanka Tamils outside Sri Lanka then in Sri Lanka. Why if not for the dangerous discriminatory polices against the minority Tamils.

In 2009 the Sri Lankan army in the pursuit of the LTTE killed thousands of innocent Tamils. Some of this killing have been properly documented including live videos of the incident.
Three days a ago thousands of Sri lanka's Singala demonstrated against the proposed probe by the UN panel in Colombo. The UN office in colombo was surrounded and its office was closed down. Ban the secretary general of UN said" they find it unacceptable that sri lankan authorities have failed to prevent the disruption of the normal functioning of UN's officies in Colombo as a result of unruly protests organized and led bt a cabinet Minister of the Government"
The minister is a stooge of the Sri Lanka Goverment
We call Sri Lanka Government to stop acting against UN personal and instead cooperate with the panel.

If Sri Lanka has nothing to hide why then refuse to cooperate with a Independent world body like UN.

Why is India quiet on this issue? Are they supporting Sri Lanka to sweep all its alleged war crimes under the carpet?
The world cannot and should not pretend that innocent thousands were killed during the civil war. Crimes against humanity must be punished.

We urge UN to move a special resolution to refer Sri Lanka to be investigated by the prosecutor of the International Criminal Court(ICC).
If investigations then reveal that there were commission of war crimes, genocide, ethnic cleansing or crimes against humanity then any one involved should be charged at the ICC.
President Basheer of Sudan is been investigated by ICC but as he has refuced to co-operate the ICC has issued a warrant of arrest against him. he is now isolated as he faces arrest if he ventures to any country.

அரசின் நிபந்தனையில் பாதிக்கப்படுபவர்கள் யார்?

இப்போது சிறந்த இந்திய மாணவர்களில் வெறும் 70 மாணவர்களுக்கு உபகார சம்பளம் வழங்கப்பட்டது மிகவும் வருத்தத்தை அளிக்கிறது.

என்னதான் சிறந்த முறையில் படித்தாலும், அராசாங்க கல்வி உபகார கல்வி உதவி இந்தியர்களுக்கு ஒரு கேள்வி குறியாகவே இருக்கிறது. இந்த சூழ்நிலை மாணவர்களின் எதிர்காலத்திற்கு முற்றுப்புள்ளிதான் என்ற நிலை வந்துவிடும்.

எங்கே செல்கிறது வருங்கால இந்தியர்களின் எதிர்காலம்? எல்லாம் நிபந்தனைக்கு உட்பட்டது என்றால் அந்த நிபந்தனைதான் என்ன? நிபந்தனை வருடா வருடம் மாற்றம் காண்பதும் எதற்க்காக. இது ஒரு தொடர் கதையாகிவிட்டது.

இவ்வருடத்தின் புதிய நிபந்தனை என்ன என்பதனை மத்திய அரசாங்கம் உடனடியாக மக்களுக்கு தெளிவு படுத்தவேடும். கடந்த பத்து வருட மற்றிகுலசென் இட ஒதுக்கீட்டை பற்றி அரசாங்கம் உடனடியா புள்ளிவிவரத்துடன் தெளிவுபடுத்தவேண்டும்.

ஏன் இத்தகைய நிபந்தனையை மத்திய அரசு மேற்கொள்ள நேரிட்டது? எல்லா காலகட்டத்திலும் சம உரிமை என்று பேசிய மத்திய அரசாங்கம் திடீர் என்று இந்திய மாணவர்களை ஓதுவது ஏன்? உயர்கல்வியில் இந்திய மாணவர்களின் விழுக்காடு குறைப்பதற்கான சதித்திட்டமா இது? இதை உயர்கல்வி உலகம் நன்கு அறியும்.

எந்த நிபந்தனையும் இல்லாமல் இருந்துவிட்டு, இப்போது வெறும் 70 மாணவர்களுக்கு மட்டும் இடம் என்று அரசு நிபந்தனை விதிப்பது அதிகபட்சமான செயலாக தெரிகிறது.

ஆனால் குறைந்தபட்சம் அனைத்துப் பாடங்களிலும் முதல் நிலையில் தேர்ச்சி பெற்ற மாணவர்களின் எதிர்பார்பிர்க்கும் அரசாங்கம் உரிமை வழங்கப்பட வேண்டும்.

இந்திய மாணவர்கள் சிறப்பாகத் தேர்ச்சி பெறும் விகிதம் ஆண்டுதோறும் அதிகரித்து வருகிறது. மருத்துவம் மற்றும் பொறியியல் படிப்புக்கான மாணவர் சேர்க்கையில் இந்த மாணவர்களின் விகிதம் குறைத்து வருகிறது.

அரசின் நிபந்தனையில் பாதிக்கப்படுபவர்கள் யார்? வசதி குறைந்தவர்கள்.

எந்த நிபந்தனையும் இல்லாமல் சிறந்த மாணவர்களுக்கு கல்வி உபகார உதவித் தொகை வழங்க வேண்டும் என்று நிபந்தனை மட்டுமே இந்த தொடர்கதையின் முடிவாகுமே ஒழிய வேறு எதுவும் கிடையாது.
